In answer to your question, the trail shoulder does tilt in the downswing in reaction to the lower body movements. I typically do not like to teach it as a motion unto itself because it can cause downswing path issues and other problems if we focus too much on it. So my best advice is to take your time learning the proper setup - which is extremely important - and then spending plenty of time on the basic swing motions as taught in Chapter 2 of the Golf Swing Simplified course or the first few lessons in Part II of Get Out and Go Play. If you do this correctly you should find that your trail shoulder will tilt downward during the downswing naturally and without having to think about it!
