I am a consistent 90-95 golfer. If I could shave off 5 strokes every game to get into the 80'S, I would be very happy. Any advice on the easiest way of getting there. Not looking for swing advice or anything like that, just the easiest way to get rid of a few strokes. I am thinking something along the lines of decision making. When do I put away my driver, when should I lay-up vs. go for it, when should I choose a 75% 6 iron instead of a 90% 70 iron. Things like that.

Short game. Chip to a one putt. Keep your putts to no more than 2. A long time ago I heard of a pro in the 30s or 40s saying all putts are straight. What he meant was if you have a break, putt to that break and then the ball will get you to the hole. These are things that get you out of the 90s. Hope this is useful.
